(providing assistance) to people with disabilities and other groups with reduced mobility at the National Museum of the Holodomor-Genocide
1. General Provisions
1.1. The Procedure for assisting (providing support) (hereinafter referred to as the ‘Procedure’) persons with disabilities and other groups with reduced mobility (hereinafter referred to as ‘persons requiring assistance’) at the National Museum of the Holodomor-Genocide (hereinafter referred to as the ‘Museum’) has been drawn up in accordance with the requirements of Presidential Decree No. 401/2017 of 2 December 2017 ‘On Amending Paragraph 3 of the “Regulations on National Institutions of Ukraine”’, the Law of Ukraine ‘On the Fundamentals of Social Protection for Persons with Disabilities in Ukraine’, and the Convention on the Rights of Persons with Disabilities.
1.2. These Procedures set out the actions to be taken by Museum staff to ensure that persons requiring assistance have a convenient and comfortable visit to the Museum, that cultural, educational and other services are provided to a specific category of persons by Museum staff to a high standard, and that conditions are created to enable Museum staff to provide high-quality service to them.
1.3. The terms used in the text of these Procedures are defined with reference to Article 2 of the Law of Ukraine ‘On the Fundamentals of Social Protection for Persons with Disabilities in Ukraine’, the State Building Regulations DBN V.2.2-17:2006 ‘Buildings and Structures. Accessibility of buildings and structures for people with reduced mobility’, namely:
A person with a disability is a person with a long-term impairment of bodily functions which, when interacting with the external environment, may lead to limitations on their daily functioning, as a result of which the state is obliged to create the conditions for them to exercise their rights on an equal footing with other citizens and to ensure their social protection;
People with reduced mobility (PRM) – people who experience difficulties in moving around independently, accessing services or the necessary information, or finding their way around. Groups with reduced mobility include: people with disabilities, people with temporary health impairments, pregnant women, older people, people with pushchairs, and so on;
designated person, escort – a Museum employee responsible for ensuring access to the Museum’s administrative and exhibition areas and for accompanying people who require assistance around the Museum grounds;
support – a range of measures aimed at ensuring the well-being of people in need of assistance, namely services involving the provision of support to such individuals.
1.4. Support services are provided free of charge to those in need, in accordance with the Museum’s opening hours.
1.5. The designated person and the escort are obliged, should any visitors requiring assistance approach the Museum, to provide guidance on the route to follow, to accompany these visitors and, if necessary, to provide physical assistance.
1.6. The parties responsible for implementing this Procedure are:
– staff of the Excursion and Education Department (Head of Department, Deputy Head, Category I Tour Organiser, Research Officer, tour guides),
– senior administrators, senior museum attendants,
– museum staff involved in guiding visitors,
– duty officer (in accordance with the duty rota).
2. Procedure for support (provision of assistance)
2.1. If a person requiring assistance intends to visit the Museum and wishes to arrange for an escort, they may notify Museum staff in advance of the date and time of their visit by calling (044) 254-45-12, (044) 254-45-11, (044) 254-45-88 or by sending an email to the Museum’s address – [email protected].
2.2. Those requiring assistance may arrange in advance, via the telephone numbers provided or by email, the level of assistance required to facilitate their access to the Museum’s grounds and premises.
2.3. Should a Museum member of staff receive information (by telephone, mobile phone or email) from a person requiring assistance, they must pass on the information received to the head of the department who is able to arrange for the requested services to be provided.
2.4. If a person requiring assistance has indicated their intention to receive guided tour and educational services at the Museum, the responsibility for accompanying and assisting that person shall lie with staff from the Excursion and Education Department and Museum staff involved in providing guided tour services to visitors.
The Head of Excursion and Education Department, or the person acting in their stead, is required to:
– should information be received regarding the arrival of a person requiring assistance, for the purpose of receiving guided tours or other services provided by the department’s staff, to instruct the department’s staff (senior research officer, Category I tour guide, lead tour guide) to accompany such a person whilst they are on the Museum’s premises;
– If assistance is required to help a person in need of assistance move around the building (e.g. using a lift), please contact the duty officer at the Museum.
Senior Research Fellow, Category I tour guide, lead tour guide in the Excursion and Education Department, and a member of the Museum’s staff involved in providing guided tours for visitors:
– assists a person in need of help on the Museum premises;
– prior to the start of the guided tour (or the provision of another educational service), agrees with the person requiring assistance on the itinerary and the time of the visit;
– Once the visit is over, the person requiring assistance arranges for that person to be accompanied to the Museum exit.
2.5. If they are actually on the Museum premises, a person requiring assistance may call (044) 254 45 88 to arrange access to the Museum’s exhibition or administrative areas via the lift.
2.6. If a person requiring assistance arrives at the Museum unaided, the senior administrator must ascertain the purpose of that person’s visit and:
– if a person requiring assistance wishes to obtain information about the Museum’s services or activities, they should inform the head of the relevant department, who has the necessary information. Thereafter, the head of that department or their deputy shall immediately (within 5 minutes) attend in person or ensure that a member of staff from the department who possesses the necessary information attends, and shall advise the person requiring assistance;
– if a person requiring assistance intends to visit the Museum’s exhibition, the senior administrator must assist them in purchasing an admission ticket to the Museum or, if that person is entitled to free admission, they must check the supporting documents and provide a free admission ticket entitling the person to visit the exhibition.
Upon presentation of the ticket, the senior administrator must notify the museum attendant of the visitor’s arrival; the attendant, in turn, is obliged to provide all necessary assistance to the visitor to enable them to enter the exhibition area and, upon completion of their visit, to leave it, and, if this proves impossible, to seek assistance from the duty officer at the Museum.
2.7. The arrangements for persons in need of assistance to remain on the Museum’s premises are determined on a case-by-case basis.
3. Final provisions
3.1. These Procedures shall come into force on the date of issue of the Museum’s order approving them.
3.2. These Procedures shall be published on the Museum’s official website and displayed on information boards.
3.3. The person in charge and the accompanying staff member must report all comments, requests and suggestions received from people in need of assistance to the Museum’s management.
