Construction

The construction of the Holodomor Memorial Complex, which began in 2008, has not been completed. In 2009, only the first phase was built. The continuation of the construction of the second phase, the actual museum, was prevented by the change of government in Ukraine and the arrival of politicians who did not recognise the Holodomor as an act of genocide against Ukrainians and often denied its fact. Consequently, it was possible to return to this issue only in 2016.

Resolution of the Cabinet of Ministers of Ukraine No.754 of 26 October 2016, “Concerning pre-construction of phase II of the National Museum, ‘Holodomor Victims’ Memorial’’ (with changes and additions introduced by the Resolution of the CMU dated 21 December 2016 No. 984) declared the start of the process of pre-construction of phase ІІ of the National Museum ‘Holodomor Victims’ Memorial’.

In accordance with the resolution, the Organisational Committee for the Preparation of the Construction of Phase II was formed (for your attention – Regulations On the Organisational Committee for the Preparation of the Construction of Phase II of the National Museum “Holodomor Victims’ Memorial” and the Personnel of the Organisational Committee for the Preparation of the Construction of Phase II of the National Museum “Holodomor Victims’ Memorial”).

The seriousness of the government’s intentions was confirmed by the President of Ukraine, Petro Poroshenko, who announced to the whole world on 26 November 2016, during mourning events on the Holodomor Remembrance Day: “In 2007, a Memorial Complex was built on this site, which became a place of pilgrimage for many Ukrainians. But the museum part, which would correspond to the best world examples of museum and memorial art, has not yet been built. I am convinced that work should be started to create a worthy museum facility.”

In 2016, the President of Ukraine and the Government resumed work on the construction of the II phase of the Holodomor Museum.

Resolution of the Cabinet of Ministers of Ukraine No. 754 “Issue of preparation of the construction of the second stage of the National Museum “Holodomor Victims Memorial” on 26 October 2016, declared the beginning of the process of preparation of the construction of Phase II of the National Museum “Holodomor Victims Memorial”.

The construction of Phase II of the National Museum of the Holodomor Genocide began in 2017. On 3 April 2018, the construction capsule of Phase II of the Holodomor Museum was laid. The work was planned to be finished in 2023. However, due to the large-scale Russian aggression on 24 February 2022, these terms were shifted.
