The PACE adopted a resolution on the anniversary of the Holodomor and stressed that Ukraine is again threatened with genocide

3 October 2024

Today, October 3, 2024, the Parliamentary Assembly of the Council of Europe (PACE) adopted the resolution “Commemoration of the 90th anniversary of the Holodomor — Ukraine again faces the threat of genocide.” The document was adopted unanimously – 80 votes were in favour. The organisation’s official website reported this.

The resolution confirms the recognition of the Holodomor of 1932-1933 as an act of genocide against the Ukrainian people. It emphasises the current genocidal intentions of the Russian Federation in the war against Ukraine.

“The PACE reminds of the importance of recognising the Holodomor as an act of genocide and commemorating its victims. At the same time, the PACE, as an organisation of inter-parliamentary cooperation in Europe, has already adopted resolutions to honour the victims of the Holodomor in 2008, 2010 and 2023. In particular, in 2023-2024, the PACE resolutions emphasise the connection between the events of 90 years ago and Russia’s modern war against Ukraine,” Mykhailo Kostiv, head of the Genocide, Crimes Against Humanity and War Crimes Research Department of the Holodomor Museum, commented on this decision.

In this document, PACE draws specific attention to the direct connection between past crimes and current atrocities of the Russian Federation. Systematic attacks against civilians, destruction of civilian infrastructure, forced deportation of Ukrainian children, and massive war crimes and crimes against humanity testify to genocidal intent aimed at destroying Ukrainian identity.

Commemorating the millions of Ukrainians killed by famine in 1932-1933, PACE, in its resolution, calls on member states and observers of the Council of Europe to use all the tools at their disposal to prevent any further acts of genocide against the Ukrainian people as a national group.
