How to visit our Museum for people with disabilities
The Holodomor Museum has approved the Procedure for accompanying (providing assistance) persons with disabilities and other groups of people with limited mobility who wish to visit our institution.It determines the actions of Museum staff to ensure the convenience and comfort of the Museum’s stay for persons in need of assistance. PROCEDURE
support (assistance) of persons with disabilities and other less mobile population groups
in the National Museum of the Holodomor-genocide
1. General provisions
1.1. The accompanying procedure (providing assistance)(hereinafter: the Procedure) for persons with disabilities and other groups of people with reduced mobility (hereinafter referred to as persons in need of assistance) in the National Museum of the Holodomor-genocide (hereinafter referred to as the Museum) was developed in accordance with the requirements of the Decree of the President of Ukraine dated December 2, 2017, of the year No. 401/2017 “On Amendments to Clause 3 “Regulations on the National Institution (Institution) of Ukraine”, the Law of Ukraine “On the Basics of Social Protection of Persons with Disabilities in Ukraine”, the Convention on the Rights of Persons with Disabilities.
1.2 This Procedure defines the actions of Museum staff to ensure the convenience and comfort of a stay in the Museum for persons in need of assistance, the provision of quality cultural, educational and other services by Museum staff for a certain category of persons, as well as the creation of conditions for their quality service by Museum staff.
1.3 The terms used in the text of this Procedure are defined taking into account Art. 2 of the Law of Ukraine “On the Basics of Social Protection of Persons with Disabilities in Ukraine”, State Building Regulations DBN V.2.2-17:2006 “Buildings and Structures. Accessibility of buildings and structures for groups of the population with reduced mobility”, namely:
a person with a disability is a person with a stable disorder of body functions, which when interacting with the external environment, can lead to limitation of their life activities, as a result of which the state is obliged to create conditions for them to exercise their rights on an equal basis with other citizens and to ensure their social protection;
low-mobility population groups (PHLs) are the ones who experience difficulties in independent movement, obtaining services, necessary information, or orientation in space. Low-mobility population groups include persons with disabilities, people with temporary health disorders, pregnant women, older (elderly) people, people with baby carriages, etc.;
responsible person, attendant – an employee of the Museum who is responsible for ensuring access to the Museum’s administrative and exhibition facilities and accompanying persons in need of assistance around the Museum’s territory;
support – a set of measures aimed at providing life support for persons in need of assistance, namely services in the form of support for such persons.
1.4. Accompanying services are provided to persons in need of assistance free of charge, in accordance with the Museum’s work schedule.
1.5. The person in charge, the attendant, is obliged to provide advice on directions of movement, to provide support for these persons and, if necessary, to provide physical assistance in the event of an appeal to the Museum by persons in need of assistance.
1.6. Participants in the implementation of this Procedure are defined as:
– staff of the excursion and educational department (head of the department, deputy head, organizer of excursions of the 1st category, researcher, tour guides),
– senior administrators, senior museum curators,
– staff of the Museum, who are involved in the excursion service of visitors,
– the responsible duty officer (according to the duty schedule).
2. Procedure for accompanying (providing assistance)
2.1. If a person in need of assistance intends to visit the Museum, in order to ensure their support, they have the opportunity to inform the Museum staff in advance about the date and time of their visit by phone numbers (044) 254-45-12, (044) 254-45-11, (044) 254-45-88 or by sending a letter to the Museum’s email address – [email protected].
2.2. Persons in need of assistance can agree in advance on the specified telephone numbers or by e-mail, the necessary amount of assistance in organizing their access to the territory and premises of the Museum.
2.3. The Museum staff, in the case of receiving information (by phone, mobile phone or e-mail) from a person who needs assistance, must transfer the received information to the head of the department, who will be able to provide the requested services.
2.4. If a person in need of assistance has reported the intention to receive excursion and educational services at the Museum, the support and service of such a person is entrusted to the staff of the excursion and education department and the Museum staff, who are involved in the excursion service of visitors.
The head of the excursion and educational department, or the person who replaces them, is obliged to:
– in the case of receiving information about the arrival of a person who needs assistance in order to receive excursions or other services provided by the department’s employees, instruct the department’s employees (senior researcher, tour guide of the 1st category, leading tour guide) to accompany such a person during his stay in premises of the Museum;
– if it is necessary to provide assistance with the physical movement (elevator) of a person who needs assistance, contact the responsible person on duty at the Museum.
Senior researcher, tour guide of the 1st category, leading tour guide of the tour and educational department, the Museum staff involved in tour service for visitors:
– meets a person who needs assistance on the territory of the Museum;
– before the start of the excursion (provision of another educational service), stipulates the route and time of the visit with the person who needs help;
– after the end of the visit of the person in need of assistance, organizes the accompanying of the given person to the exit from the Museum.
2.5. In case of an actual stay on the territory of the Museum, the person who needs assistance can call the number (044)254-45-88 for the opportunity to get to the exhibition or administrative premises of the Museum using the elevator.
2.6. If a person in need of assistance arrives at the Museum independently, the senior administrator must find out the purpose of the visit of the person in need of assistance and:
– if a person in need of assistance intends to obtain information about the services or activities of the Museum, they should notify the head of the department who has the necessary information. In the future, the head of such a department or a person who replaces them immediately (up to 5 minutes) arrives in person or ensures the arrival of an employee of the department who has the necessary information and advises the person who needs assistance;
– if a person in need of assistance intends to visit a Museum exhibition, a senior administrator must assist in purchasing an entrance ticket to the Museum or, if such a person is entitled to free admission, must verify supporting documents and provide a free admission ticket entitling to visit the exhibition. After issuing the ticket, the senior administrator must inform the museum curator about the arrival of such a person, who in turn is obliged to provide all the necessary assistance to such a visitor in order to get into the exhibition space and leave it after the end of the stay, and in case of impossibility, seek help from in charge of the Museum on duty.
2.7. The procedure for the stay of persons in need of assistance in the administrative premises of the Museum is decided on an individual basis.
3. Final provisions
3.1. This Procedure enters into force from the date of issuance of the procedure of the Museum approving it.
3.2. This Procedure is published on the Museum’s official website, as well as posted on information boards.
3.3. The responsible person, an attendant, must report to the Museum administration about all comments, wishes and suggestions received from persons who need assistance.
